From Compliance to Excellence: Igniting a Culture of Workplace Safety through WSIB’s Health and Safety Excellence Program

Workplace safety is of paramount importance for municipalities across Ontario. A safe working environment promotes employee well-being, boosts productivity and prevents/reduces the risks of accidents or injuries. Recognizing the significance of workplace safety, the Workplace Safety and Insurance Board (WSIB) has developed the Health and Safety Excellence Program. This innovative program aims to enhance workplace safety and support municipalities to create a safe working environment and achieve excellence in health and safety practices. Understanding the program

The WSIB Health and Safety Excellence Program is designed to support municipalities in Ontario in their journey to establish and maintain high standards of health and safety at their workplace and is implemented through a WSIB approved program provider. This helps the municipalities to develop their health and safety action plan tailored to the unique needs of the municipality based on various focus areas.

The program is open to all municipalities in Ontario, regardless of size. It follows a tiered approach with thirty-nine topics spread across three levels (foundational, intermediate and advanced), enabling municipalities to progress from foundational health and safety practices to more advanced levels of excellence.

Key objectives 

  • Empowering municipalities: Municipalities can take control of their safety performance through implementation of robust safety management systems.
  • Reducing workplace incidents: By identifying and addressing hazards and risks proactively, the program aims to enable municipalities to significantly reduce workplace accidents, injuries, and illnesses.
  • Fostering a culture of safety: The program encourages municipalities to develop a strong workplace safety culture that prioritizes employee well-being and creates a positive work environment.
  • Recognizing achievements: Through the program, WSIB recognizes and rewards municipalities that excel in their safety performance, thereby motivating everyone to strive for continuous improvement. 

Benefits of Participating in the Program

  • Enhanced safety performance: The program equips municipalities with the knowledge and tools necessary to identify and mitigate risks and carry out the due diligence, resulting in improved safety performance and reduced incidents.
  • Cost savings: By preventing workplace accidents, municipalities can minimize costs associated with workers' compensation claims, medical expenses, and productivity losses.
  • Increased employee morale: A strong safety culture instills a sense of security among employees, boosting their morale and job satisfaction.
  • Financial Incentives: Participating, municipalities can also benefit from financial incentives provided by the WSIB. Municipalities are eligible for registration bonus and premium rebates based on the size of the municipality, WSIB premiums for the previous year and the number of topics completed. These incentives not only help offset the costs associated with safety improvements but also provide a tangible reward for municipalities committed to workplace safety.
